“Since our experience has shown that there is no way to design a perfect death penalty system, free from the numerous flaws that can lead to wrongful convictions or discriminatory treatment, I have concluded that the proper course of action is to abolish it,” Mr. Quinn said in a statement. “With our broken system, we cannot ensure justice is achieved in every case.”Quinn had seen way too many innocent people get sentenced to death. In the past technology wasn't as advanced as it is today, so it was harder to prove whether a man was guilty or not. in the end, more times than not, innocent people got sentenced to the death penalty, and after their death, with new technology, detectives have found that a large amounts were actually innocent. Quinn is now having the men who are on death row get sentenced to life in prison instead of getting sentenced to death. One man even came within 50 minutes of his execution when Quinn banned capital punishment.

Illinois Ban on Capital Punishment
As of today Illinois has become the 16th state to ban capital punishment. The Governor Pat Quinn felt that the system was too broken to send any person to death.
